PANYNJ LGA Substation & East Parking Garage

The Port Authority has embarked upon a multi-billion dollar rehabilitation of LaGuardia Airport. The East End Parking Garage and Substation are part of Phase I development. Both projects enhance public safety and convenience for passengers using LGA’s East Airline Terminals.

As a Sub-consultant to the STV-Tishman JV, Techno is providing Inspection Services to the LGA Capital Infrastructure Project, Runway safety Enhancement Project, and the Central Terminal Replacement Project. 

The construction and operation of the East Garage, a six level parking structure that will connect to LGA’s Terminal C with a pedestrian bridge; the parking garage replaces the surface parking that would be displaced from the construction of the East End Substation (EES). The East End Electrical Substation (EES) within Parking Lot 4 is located in front of LGA’s Terminal C. The EES connects the airport’s electrical system to Consolidated Edison (commercial electric supplier) electrical lines using new high voltage power lines crossing under the Grand Central Parkway in buried duct banks (conduits). 

Techno’s Construction Management staff provided services on the following: 

East Garage 

  • Witnessing hydrostatic testing 
  • Watching the electricians complete contract work 
  • Review of agency Quality Assurance requirements to inspect any deficiencies in work to create a punch list 

East End Substation 

  • Inspecting concrete work 
  • Inspecting all Mechanical, Electrical, Architectural and Civil work 
  • Testing of the emergency lighting, fire alarm, BMS and SCADA systems 
  • Doing all Hydrostatic testing 
  • Securing required permits
