NYCDDC Reconstruction of Flushing Avenue — Brooklyn Waterfront Greenway Initiative
Techno is providing Resident Engineering Inspection Services for NYCDDC in the borough of Brooklyn. The work needed to be completed for this contract is the Reconstruction of Flushing Avenue on the North Side adjacent to the Brooklyn Navy Yard, going from Navy Street to Williamsburg Street.
The work includes:
- Creation of a two-way, Class 1 separated bike path
- Landscape work including planting of 21 trees and 1,117 shrubs
- Removal, replacement, and upgrade of existing street and traffic lighting
- A 6-foot sidewalk extension and improved pavement markings at inter-sections
- Reconstruction of existing 9,636 linear feet of curb and 57, 897 square feet of sidewalk
- Reconstruction of 39 catch basins and 330 linear feet of 20-inch ductile iron pipe water main and 4 hydrants
Techno’s duties and responsibilities as the REI are as follows:
- Oversees contractor’s compliance with Federal Funding regulations including but not limited to: Use of EBO , a civil right reporting system for payroll auditing payment monitoring and DBE goal and schedule of utilization monitoring; Buy America Requirements that need to be complied with by NYCEDC’s selected Contractor; Davis Bacon Act and related Act Pro-visions: Minimum wage, payroll records, apprentice and Trainees requirements; Certification regarding use of contract funds for lobbying activities.
- Monitors the issuance of all contractors’ work permits and safety related permits
- Monitors construction related work activities to confirm they are conduct-ed in accordance with DDC policies and regulations pertaining to safety
- Maintains documentation and conducts job progress meetings, CPM scheduling meetings, and safety meetings
- Monitors the conditions at the site for conformance with the DDC construction documents and with the Site Safety Plan
- Notifies DDC of any emergency conditions and directs the contractor to provide such labor, materials, equipment, and supervision to abate such conditions
