Nassau County DPW Bay Park Sewage Treatment Plant Electrical Distribution System Phases E2 & E3

Techno, as a subconsultant to CH2M Hill, is providing Construction Inspection services for both the E2 and E3 contracts. The projects will be constructed under the guidelines of Nassau County’s Master Project Labor Agreement and, therefore, will each be using a single prime Construction Contractor (“CC”). 

The Bay Park Sewage Treatment Plant is located in East Rockaway, NY. At the Plant, electric power flows from the Plant’s Main Engine Generators (four 3600 kW tri-fuel [diesel, natural gas, digester gas] units) to the 2400V Main Switchgear, the main distribution artery of the Plant. 

The Phase E2 project includes the duplication of the function of one substation (USS No. 2) in a new air-conditioned Unit Substation No. 2 located at the site of the existing Aeration Odor Control Building (AOCB). Design of the new structure provides for reuse of piles and grade beams that serve the existing structure to be demolished, and additional foundation work to supplement the existing. Prior to demolition of the AOCB, a temporary odor control system serving the aeration tanks will be constructed and placed into service. Also, temporary power will be brought to the new biofilter equipment and ancillaries (currently under construction) for the interim period before new USS No. 2 is constructed and placed into service, after which permanent power from new USS No. 2 will be fed to the biofilter system. The Phase E2 construction will also include localized re-feeding of high voltage and low voltage cables in the vicinity of the existing substation, new substation (the loads served by same), and a cabinet for connection of a portable generator for back-up purposes. 

The Phase E3 project includes the replacement of Utility Switchgear (fo merly LIPA,now PSE&G), the Plant’s Main Switchgear S1 that includes circuit breakers both for distributing power and for the raw sewage pumps, and Unit Substation No. 1; these will be located together with six 1 MW emergency generators at a new Main Substation (MSS). The project will include replacement of electrical ductbanks (cable, conduit, and concrete encasement) and re-feeding of high voltage cables from the new location of the Main Switchgear to the replacement substations constructed under all Phases (E1, E2, and E3), and to future new Switchgear S2 for a future new BNR Blower Building. Additional elements include a fiber optic ductbank to connect the Main Substation to the Phases unit substations for future Plant SCADA system, and replacement of site lighting buried conduits and conductors plus re-powering from new substations constructed under all Phases. Also included is demolition of the old LIPA utility switchgear near the main entrance and three 1000 kW Caterpillar emergency generators in the Oper tions Building.
