Project Scope

The major undertaking for NJ TRANSIT would have created the second Hudson River Rail Tunnel connecting New Jersey with New York City, and would have augmented the capacity of the existing 100 year-old tunnel by providing up to 30 additional trains during peak hours. The new tunnel would have consisted of two tubes to be constructed under the Hudson River, with additional tracks along the existing Northeast Corridor line through the Frank R. Lautenberg Station at Secaucus Junction. Connections of NJ TRANSIT Hoboken Division Lines to the Northeast Corridor were also included in the project. 

Project Components: 

New Jersey: Construction of loop tracks (Secaucus Loop) connecting the Main/Bergen and Pascack Valley Lines to the Northeast Corridor (NEC) at Secaucus, a new rail yard in Kearny and improvements to the NEC. 

Palisades / Hudson River: Two single track tunnels under the Palisades in New Jersey and the Hudson River connecting to a new station under 34th Street as well as the existing Penn Station (PSNY) in New York City. 

New York: A new underground 34th Street Station that provides passenger access to existing PSNY, LIRR, PATH and the MTA Sixth, Seventh, Eighth Avenue and Broadway Subway Lines, and directly to city streets. 

Other proposed improvements that were supposed to be advanced through this contract included: 

• The extensions of the PSNY Platforms 1 and 2, the E Yard extension, 
• The West End Concourse extension, 
• Reconfiguration of the diagonal platform, the Moynihan Station/Farley Post Office, 
• Procurement of rolling stock.
